Libya’s NDA Signs Major Cooperation Agreement with Business France at Élysée Palace

 



Libya’s National Development Agency (NDA) has signed a strategic Memorandum of Understanding with Business France, marking a major milestone in the nation’s push to diversify its economy and strengthen international partnerships. The agreement was finalized during a formal ceremony at the Élysée Palace in Paris, underscoring its diplomatic significance.

The new framework establishes a direct channel of cooperation between the NDA and Business France, aimed at attracting investment, fostering innovation, and bolstering the growth of small and medium-sized enterprises across Libya.

The partnership was overseen by Dr. Mahmud Elforjani, Director General of the NDA, with the MoU officially signed by Faraj Aljarih, Director of International Cooperation. The French government signaled strong support, as the ceremony was attended by Paul Soler, Special Envoy of the French President; Thierry Vallat, French Ambassador to Libya; and Benoît Trivulce, Acting CEO of Business France. Also in attendance was Belqasim Haftar, Director General of the Libya Development and Reconstruction Fund.

In Paris, Dr. Elforjani also delivered a keynote address at the Ambition Africa 2025 summit, where he detailed “Libya Vision 2030”—a national plan to shift the country away from oil dependency and toward a modern, sustainable economic model. His address highlighted several large-scale initiatives led by the NDA, including the Sirte Gulf International Airport project, the Sirte-Sokna-Sebha (SSS) transport corridor, major agricultural revitalization programs, and new social infrastructure developments.

Emphasizing partnership over procurement, Dr. Elforjani announced new incentives designed to attract French firms to participate in these national projects. The package includes streamlined access to opportunities with the NDA and the Sirte Free Zone.
